Contact me. I've been in a very similar place, i.e., my client (a university) committed fraud and attempted to hide it. Rule 3-600 provides some guidance, as well as other rules of professional conduct. The state bar has attempted to introduce extensions to 3-600 which accord more protections to lawyers working for public/government entities with respect to whistle blowing, revealing confidences, and "noisy" withdrawal in cases of client wrongdoing.
