Legal Question in Elder Law in California

I need a Contractor Complaint for fraud form for a contractor who took advantage of a sick elderly person out of her inheritance who,s son had power of Attorney in all contracts when the elder told the contractor she was sick and son had power of attorney but manipulated her into signing contracts for work done and other work which did not need to be done for money and asked to lie to the Gas Co. that the work was done to get money from the Gas Co.when it was not needed through his affections and manipulations when she only wanted an estimate and the work was done when she was sick and had no control over the situation. When she approached the man about it he hung up 4 times after he got his money. He knew what he was doing and took liberty of the situation to take her for what he could get out of the situation of her being sick when she told him she was and son had power of attorney. I would like forms to fight this case.
