Legal Question in Elder Law in California
I am a P.O.A for a family friend and she had a commercial painter living on her property who took advantage of her financially. He left a whole lot of paint cans and a fifth wheel, van and storage containers full of stuff on her property, legally what can I do to get rid of them and file criminal charges against him?

When you say "had," do you mean she died? If so your POA is worthless, and only the executor or administrator of the estate would have power to take legal action on behalf of the estate. If I am mistaken, I apologize. Without knowing more, the first step is probably to sue him in civil court.
