File a complaint with the Department of Fair Employment and Housing and ask them to investigate.
You should not have to pay income tax on pay that you never received.
Recipients of In Home Supportive Services have a "share of cost", which is essentially the person's income above the SSI pay rate. The $859 is probably the share of cost of your client, who didn't pay you. This share of cost is owed to you by the client's estate, if there is one. If she owned a house, there may be a probate in the courts, or there may be a trust that avoids probate. You should try to find out who is managing her affairs and ask them to pay the money.
