What legal infractions can an independent business get when hosting a music festival in their relative large parking lot with a minium of 4 bands playing the event. What penelties if any would they risk obtaining.

You will probably have to obtain a special use permit and you would probably have to have liability insurance and security (experienced rock concert security, not cops, within the festival perimeter please). But you will have to hire a couple of off-duty/retired police officers/firefighters to help grease the skids at City Hall. A donation to your local officers' benevolent fund wouldn't hurt either.
