Online entertainment use of pictures and streaming video used for educational pu

Is their a copyright violation if you plan to use still photos and short streaming video clips from motion pictures to educate film actors online? Does the FAIR USE doctirne apply?

The Fair Use Doctrine applies primarily to BRIEF quotations in the context of fair comment and criticism. If you are truly using very short clips to illustrate points to wish to make to educate actors, you might argue that it is fair use. However, it would be best if you request permission (and clips) from the distributors or producers of the films you wish to use. Better to be told 'no' in advance than get a threatening letter after the fact.
