what am I required to do to be a legal talent manager in the state of california

Talent AGENTS are licensed by the Labor Commission in California, and are required to have a bond. A talent agent is someone who 'procures employment' for artists or others in the entertainment industry. Review the "Talent Agencies Act' for more information about this.

A "personal manager" is not subject to a licensing requirement, but is not permitted to procure employment for clients. Being a manager is simply a matter of getting a client to hire you, having a contract outlining the relationship, and doing the work... managing the client's various stuff... appointments, calendar, etc.

It's very risky to engage in procurement without an agent's license, since doing so is a violation of the aforementioned law, and can result in fines, penalties and disgorgement of monies received from clients.
