Does a resident need a past port to cross the border between U.S. and Mexico in 2007?

If you are a US citizen, you have a Constitutional right to show up at the border butt naked and be re-admitted to your country. They are passing laws to the contrary, and requiring passports. These laws have not yet been fully tested in the courts. To the best of my knowledge, at present a passport is only required to re-enter the US by air or sea until 1/1/08 when the requirement will be extended to all border crossings.
