What is the monetary difference between musical publisher and musical writer in regards to royalties for a single song for a television show?

Not sure what you mean by "monetary difference".

Generally, a publisher and a songwriter split the publishing royalties equally, but some songwriters are able to negotiate a better deal (usually referred to as a co-publishing agreement).
