Video / Radio copyright

I am planning to release a DVD (for sale nationally and internationally).

In a particular scene of the documentary, a couple major artists are playing on the radio in the background. Do I have to apply for a mechanical license to use this footage?

Not a mechanical license but you need a synchronization license and a master use license to use the music.
