498A amendments and my case

In 1999, I was an Indian citizen (hindu) on H1-B and married an Indian citizen (hindu).

We married in traditional Santan Dharm style as well as court marriage so that she could get h4 visa.

2006 : I got US citizenship

2006 : She got US citizenship

Can she/her family harras my family (who lives in India and are Indian) using 498A or DV act.

I don't know what you mean. Anyone can make a claim and you can't stop people from making false claims. In CA if someone is being harassed, they can seek appropriate restraining orders. If your wife/her family are harassing your family in India, that is a question for an Indian lawyer.
