Legal Question in Family Law in California

My 19mo olds father is not on the birthcertificate. Though he paid to have a paternity test done that would "hold up in court" as put by the place taking these test. My question is does he have the right to take her out of my care without my say in the matter?

Not until that paternity test that "would" hold up in court, DOES hold up in court, and you get a custody and support order. Unless and until that happens, he is legally a stranger to the child and if he takes her against your objection he is a kidnapper.
