Although I am 54 my parent never paid child support, is it to late to sue him for it? He lives in Az and I live in Cali, but at the time I believe I was living in Az.

I recommend that you consult with a family law attorney about this. While it may give you some satisfaction to make the support claim, I would focus more on making sure that if he has resources, you get an appropriate share of his estate.
You have no right to support from a parent at any time, and you most certainly do not have any rights some 36 years after the last support payment would have been due. Child support is a contribution from the non-custodial parent to the custodial parent to off-set the costs of raising the child(ren). So even if it were not about 33 years to late to do anything about it, the right would belong to your mom, not you.
