My 15 year old daughter is seeing a 21 year old man who we believe is controlling her, hurting her yet she still protects him. She has had visible bruising but will not tell us its from him. He also gave her an iPod so that he can text her, have her send him pictures and he also can locate her using the gps program he installed. I have asked him to leave my daughter alone and have gotten the police involved but they cannot do anything since she will not tell us that she has had any sexual relations with him Can I get a restraining order against him since I believe my daughter is in danger and is not thinking logicially as she is only 15?

Yes you can get a restraining order. You will have to file as a guardian ad litem, as she is too young and foolish to have the ability to speak for herself.
