When a 13 year old female becomes pregnant, whose decision is`it to keeop it or have an abortion hers or the parents?

It is her decision. Her parents cannot force her to have any medical procedure, as she is the patient.

They can, however, prevent her from having an abortion unless she can obtain a court order.
