Legal Question in Family Law in California
My 2 year old Grandson is being raised in an environment not condusive to children
i.e. drugs-unclean-dogs and cats by his mother who is bi-polar and violent I feel it is keeping him from growing. what are the rights of grandparents and the father.

Grandparents rights are non-existent unless they apply for and are granted guardianship after the parents are found unfit, or the parents consent. The rights of the father fill numerous law books, so your question is too broad to answer. He should find an attorney.
