Legal Question in Family Law in California

A 20 and 16 year old living together

My question concerns a friend of mine who's brother (20) is living with his girlfriend (16) who both live at home with the boy's parents. She was kicked out of the house and the girl's mother is planning on reporting her as a runaway. Can my friend's mother get in trouble not only for having her in the house as well as allowing them to sleep in the same room? The couple is having a sexual relationship. There is also speculation as to drug usage and abuse by the mother of the girl.

The 20 year old is committing statutory rape. He could (and should) go to jail. Your friend is an accessory to that crime as well as contributing to the deliquency of a minor. Jail.
