16 Year Old Getting Mentally Abused

A friend of mine lives in a household with 9 people in it. Every day there is drama. She is always being emotionally abused by her parents, but she doesn't want to get Child Services into the mix. She just wants to move out. We have been doing research on getting her emancipated, however it doesn't seem like it is an option because her parents will not let her move out. What can be done so she can legally move out?

could you please describe in detail the mental abuse. if she is truly being abused, then CPS could step in and take care of business.
