Legal Question in Family Law in California

17 year old runaway

Grandmother came and arranged for the teenager to runaway and is going to put him on a plane to his biological mother. We have full physical custody in California. Can they leagally take him out of state. Or hide him here in Sacramento knowing he is a runaway?
