13 year old visitation is spent with her step mother

Is there any way that the courts will cut the amount of time my daughter has to spend at her dad's house? Her dad is almost non-existant. She spends 90% of her time with the step mother.

Yes, you can request a modification, as step-mother's time isn't preferred to yours. However, it really depends upon the specific facts, for example, is Dad not there because he works an evening shift, is the a change from the time of the last orders, etc.
