Legal Question in Family Law in California

I'm 46 yrs old and just found out I have a 50 year old half sister my Dad never mentioned. He says I should not respond to her letter because he fears she could be looking to get some money. She was legally given up for adoption when she was born. Is it possible for her to try and get money from US or is he being paranoid ? I would really like to respond to her letter, but need to know if there is any financial risk .

He doesn't have to give her any money unless he wants to.
