Abandonment/Negelect

is there a law against a father that abandends one of his daughters and never has interaction at all if there is not there should be. is that considered child abuse or negelect by the california law? Thank you for your time

Fathers can be forced to support their children, but htere is no law that forces them to visit with their children. Failure to visit your child is not abuse.
