Abandonment/occasionally pays support
I have full legal custody, my husband would like to adopt. Father has made no contact for 1 year, but has payed support in order to avoid wage garnishment. How do we proceed with adoption?

Contact father and ask him is he is willing to relinquish his parental rights. Explain that your husband wishes to adopt the child and this would end his duty to pay child support.
You should hire an attorney to represent you in the adoption. If money is a problem bio dad may be willing to pay part or all of the costs of the adoption proceeding to be relieved of the duty to pay child support.
