absent father now wants visitation

My daughter is 12, hasn't seen father since age 5, we reside in california, he resides in virginia. when he was living in ca. he was an inconsistent part of her life due to drugs, and jail. For the past couple of years he has made an inconsistent attempt to start relationship, he is now demanding visitation, and has petitioned for a mediator. she does not want to see him as she does not really know him, as well as the fact that when he was around it was very negative. he does not pay any child support and i have never pushed the issue. what are my daughter rights as to what she wants and how far can he puch the issue of forcing her to establish a relationship? Also would they make her go to va to visit him, she was born in ca and has lived here all of her life. what should i do?
