Legal Question in Family Law in California

I have adopted a child from foster care in California. She was considered medically fragile at the time of adoption and has ongoing medical needs. Due to that she has medi-cal and we get a monthly fee for ongoing medical costs. I was told not to keep any assets in her name as the state may try to recover on her turning 18 or on her death. Do you know if this is correct? I would like to start a college fund for her, but definitely don't want the state to take the money before she can use it.
