Legal Question in Family Law in California

I adopted my stepchild last year. My soon to be ex-husband refuses to report the adoption from CA Dept. of Child Support Services. Therefore, the biological mother's income is still garnished. Now my soon to be ex wants me to pay an astronomical child support. I think this was planned. He is committing fraud. What can I do to help my divorce case?
