Adoption Finalization Court Locations

I am adopting 3 foster children in Sacramento County, CA. We are moving to OH about a month and a half before adoptions can be finalized. I have been told that we have to return to Sacramento County court for the adoption finalizations, the travel costs of which will be extremely expensive. Is this true? Is it possible for the county/state to request that OH court do a ''courtesy'' finalization in the same way they tell me OH Social Svcs will do ''courtesy'' home visits until the finalization?
