Adoption Law

In 1991, I gave a child up at birth. In May 1999,

the county I live in took my tax refund to pay for foster care for said child. I never even saw him. I had stated my intention to give him up in court in 1991 and never sought custody. My question is, can they charge a birth mother for giving up her child?

If you placed your child for adoption at birth, you should not

be charged for foster care. The duty to care for the child was the adoption

agency's. If it was an independent adoption, the prospective adopting

parents normally pay for care for the child, and should take care of this bill. Something

is not right.
