My 1st husband is deceased. My 2nd husband wishes to adopt my 26 yo daughter from my 1st marriage not only to give her his name, but so that she has legal rights to future inheritances. Can he adopt an adult child or just give her his name? How does this work?

Yes, an adult child can be adopted. Either consult with an attorney to handle it, or go to the local law library. There are too many steps to list here.
