Adult Adoption

In California how does a step parent make a legal adoption of an adult child? He has been her father figure his whole life but he father would not give permission to allow her to be adopted as a minor. She want to graduate college next year with his name legally and want more then just a name change, as he has supported her for the last 18 years and at 22 wants to honor him with her dipolma that she worked for but he paid for to read the name she has used most of her life.

You would have to file a petition for an adult adoption. There does not seem to be a judicial council form for this process. There are form books at the library that will walk you through the process.
