adult guardianship

I have a brother who lives in CA, who is the legal guardian on a 38 yr old woman with severe brain damage, he was recently incarcerated, the woman is at the moment being taken care of by a friend, My brother asked me to bring her to oregon to live with me till he is released. Do I need him to sign over legal guardianship to me to take her from CA to Oregon and do I need him to sign a Power of Attn. She recieves SS and how do I get transfered over as payee? Thank you

Guardianship cannot be transferred by an agreement. A court order is required to transfer guardianship.
