age of consent in child custody

I have custody of my child. He does not want visitation with his other parent. At what age can HE decide that he no longer wants to have this visitation with the other parent? What is the process to start this procedure, if there is one? I am in California.

You should file a motion to change the custody arrangements to full custody with limited visitation rights. A child can provide a statement to help with your case.
