You say the age of majority in CA for access to UTMA funds. What if the account stipulates UTMA/CA21?

Under the Uniform Act, custodianship terminates when the donee attains age 21 unless the donor, in making the gift, specifies "until 18."

Thus if it does not specify 18, the donee must wait until they are 21.
