Alienation, breach of agreement with grandparent

The divorced parents, in California, share joint custody of their children. Two years ago, they gave the paternal grandparents permission to take one of the children on a cruise which would require leaving the United States. The grandparents try to take each of their grandchildren on a trip when each grandchild reaches at least 11 yrs of age. Based on the understanding, the grandparents purchased the tickets and paid for them fully. Now the mother is refusing to provide the passports and is saying that she never knew of the trip and is refusing to let the child go on the cruise. The mother raised all these issues one and a half weeks prior to the trip. The father is still giving his permission for the child to go on the trip with the grandparents. What rights do the grandparents have in this case? What can the grandparents do to protect their financial investment since the tickets are non-refundable?
