Legal Question in Family Law in California

Do I and/or my 4 y.o.daughter's school teachers have to turn her over to her father if I don't want him to see her? We are not married and have never been a couple; I have been raising her alone and he takes her for visits at his convenience. My daughter doesn't want to see him either by the way. But can I stop him? We have never been to court. Do I have to go to court if I want to stop him?

He does not pay child support either if that matters?

If you refuse to let the father see her, he could take you to court and request that custody be turned over to him, regardless of whether he has ever paid child support. I would file an Order to Show Cause and ask the court to make visitation orders. Be very careful how you handle this so that you don't lose custody. Also, go to child support services and open a case for child support after you take care of the custody/visitation case.
