Who can annul a marriage?

My Dad is mentally and physically ill (mental illness has yet to be determined by a judge or 2 doctors) and my sister and i think he was pressured to marry a woman who has taken care of him for the past four years. They have been married for about four days. Can my sis and I get an annulment based on his mental state? How would we go about it? Would she have to be added to his trust, (estate, will, etc.), or is this a given?

In a general sense, you would start by becomming appointed conservator of your father, so that you can make legal decisions on behalf of your father.
