Is it common to have a ''income withholding order'' issued on an individual that is over the age of 18?
How difficult is it to have arrearage vacated?

A wage withholding for the payment of child support, either current or arrears is not uncommon. Arrears cannot be vacated. They are due until paid. They can be offset by direct support in some circumstances. You should consider consulting with an attorney.
