Can the custidy parent forgive all arrears if she was never on welfare or afdc?

The parent to whom the arrears are owed can agree to accept less than the full amount for full satisfaction. If the amount of the arrears is large you should seriously consider retaining an attorney to prepare a written settlement agreement.

If you cannot afford an attorney or she is likely to back out of the offer rather than sign a settlement agreement, then write up a simple settlement agreement which she is willing to sign and have her signature notorized. This procedure is risky. Good luck!!
