Legal Question in Family Law in California

My attorney was awarded attorney fees from the other party. He is charging me for his efforts to collect those fees. I want to add, that I have been paying him, as much as I can, out of what little was left of my retirement, my tax refunds, and my student loans. This time my student loan was delayed and he took this as non-payment.

Ethics

In the meantime, the things I had asked him to pursue for me two years ago have not been addressed and have now gone beyond the statue of limitations. He has not been successful in collecting the fees from the other party and is now telling me that I am responsible for all fees and is withdrawing from my case. Is any of this legal?

The part about you paying an attorney with student loan money does not sound legal to me, but it sounds like you would get in trouble.
