My Attorney has demanded more money without submitting a bill. He has stopped communicating. I have a Child Custody hearing in a week. He has stopped working on my case, and has not answered my questions. I need to call witnesses for a Child Custody Hearing. I need to file a supplemental declaration. Can he prevent me from doing that? Will the Courts let me file the declaration or get a subpeona?

You need to file a complaint with the State Bar of California stating your complaint re attorney failure to state in billing form, the services performed and services charged, along with a copy of your fee contract, provided you have paid your attorney current; if you did not, then did he give you written notice of termination of representation, far enough in advance to allow you time to obtain another counsel to represent you.
With reference to your specific case, yes you can file supplemental declarations for the court to consider and obtain the issuance of subpena for witness.
