Attorney fees

Will/Can a family law attorney continue their services if their client has not made payments and their bill is $30,000.00. And the proceedings could be another year before a decision is made.

Well, it depends. According to the ethics rules, an attorney should not run up fees if a client cannot afford to pay them. However, it also depends on that type of case it is, whether it's a contingency action, or whether the attorney has taken a lien as against property.
