Can an attorney in one state choose to not comply with a child support lien on a personal injury settlement case from another state?

Yes, unless the lien was turned into a lien or order of the courts in the state where the settlement was entered. Each state must honor the judgments and orders if other states but only if you go through the process of having them converted to orders of the other state.
