Legal Question in Family Law in California

Back Child Support Owed-

My husband incurred child support indebtness before I married him. I filed for divorce 6 years ago but did not finalize it couldn't find him. The Franchise Tax Board has electronically debited his bank account to 0. We do not live together; nor has he supported me for 9 years. Can they touch my bank accounts? We did a confidential marriage in the County we were married. Is there anything I must do to protect my finances? Can he request a DNA test at this point if the child is 15 years old?
