Basic information regarding ''amancipation of a minor''

Hi, I have a neice who is unhappy at home and a mother-in-law who is making me unhappy. I just need some basic information about child self amancipation to sooth them. There is no real trouble for the girl at home and I have instructed her to speak with her school counselor. All the same both of these ladies feel better when they know that someone is looking out for them. How old must a child be to become self amancipated? What other basic questions do I need the answer to?

I appreciate your time and realize that this is not a major crisis- but them most things that demand attention are not.
