bifurcation
If divorced 10 years ago and one party still refuses to sign the bifurcation, what would it cost on average to have a new attorney go back to Court to settle the bifurcation?

I do not understand your question. If you are divorced, that is your marriage has been dissolved, there is not bifurcation. Bifurcation refers to separating the status of the marriage from the property and other issues. This allows the marriage to be dissolved before the other issues are resolved. No one can give you fee quote without a great deal more information. The internet is not the best to do this.
