Does a biological parent have the right to his offspring's school records regarding attendance and academic performance despite not having legal custody in the state of CA?

If sole legal custody is with the other parent, then no. You would need to seek a custody modification to joint legal custody first. Bear in mind that legal custody and physical custody is separate. You can have joint legal custody with no change in physical custody time or visitation.
