Legal Question in Family Law in California

My boyfriend had a child years ago. The mother left and he took care of the child for the first three years of the child's life, until he was incarcerated. While he was in prison, the child had returned to the mother. Who was "scamming" the Welfare Dept. He was later informed of the terrible news that the child and the mother both had died in a car accident. When he got out of prison, he had racked up a large debt of owed child support. Traumatized by all these events, he just avoided it all, blocking it from memory for so many years. Meanwhile, this debt is gaining interest. He has nothing, can't even drive because when he renewed his driver's license, not long after was it suspended. What to do? Where to start?

He should contact dcss (department of child support services) with proof the child and mother are deceased. He might have to get a hearing in front of a judge to get the current order changed. He may still have to pay the state for past child support, but he should not have to pay any support since the date of death.
