My boyfriend's American citizen daughter was kidnapped to Vietnam 2.5 years ago by his separated Vietnamese wife. What legal actions can he take?

2.5 years ago and he is just now looking to get the child back? Was there ever an order? Did you file a missing person report or contact an agency in Vietnam?
