Legal Question in Family Law in California

If my brother got married in Vegas, as a joke, but falsified a bunch of the information on the forms he filled out at the courthouse, IE: birthdate, birthplace, age, etc., is it still a legal marriage?

He should be more concerned about the criminal implications of submitting false information to a government entity under penalty of perjury.
