My brother is paying child support every month deducted from his work pay check.
My question is what would happen if he stopped paying child support and moved to different country ?
What would happen if he returns to the states ?

He would be in contempt of court and arrearages would accrue along with ten percent interest per year. It is extremely unlikely that he would be pursued overseas for the debt, but if he left assets here, they would eventually be taken, and if he ever returned he could be charged with contempt and would be pursued for the accrued arrearages and interest.
I should also mention that if he stops paying for very long before leaving, he may well lose the opportunity to leave, because one of the penalties for non-payment of child support is suspension of your passport.
His passport will get suspended and the country he has moved to asks him to leave.
